of Government launches. Both these latter duties have only recent- -ly been attached to the post on my own suggestion and their per- -formance by me has resulted in considerable economies to Govern- -ment and in increased efficiency in the services affected.

It has been the custom to fill the post of Assistant Harbour Master by a Naval Officer of the rank of Senior Lieutenant or Commander. This means that he will have had service in the Royal Navy of about 18 years. I may mention that in my own case prior to entering the Navy in 1895 I had already seen service of 9 years in the Mercantile Marine during which I obtained the certificate of extra master the highest obtainable. It seems hard- -ly necessary to emphasize the value of Mercantile experience in a port of this kind and size. I may also mention that I obtained a first class navigating certificate under Naval requirements.
